To share in the open-ended federal compensation fund, states the “Air Transportation Safety and System Stabilization Act,” they have to waive “the right to file a civil action (or to be a party to an action) in any Federal or State court for damages sustained as a result of the terrorist-related aircraft crashes of Sept. 11.”
   अमेरिका के लाभ को क्षति न हो : 22 सितम्बर को अमेरिका ने कानून पारित कर इस घटना के पीडितों या उसमें बचे लोगों के सउदी अरब पर मुकदमा करने की क्षमता को सीमित कर दिया। संघीय क्षतिपूर्ति कोष के लिये “Air Transportation Safety and System Stabilization Act” के अंतर्गत “11 सितम्बर को वायुयान से जुडी आतंकवादी घटना के परिणामस्वरूप हुई क्षति के लिये किसी संघीय या राज्य न्यायालय में दीवानी मुकदमा नहीं कर सकेंगे”।
